HDR presented information from their Draft Summary Report and answered questions from the Board at their July 15th meeting. The report can be viewed below.
The Board voted in May to start the process to add a referendum concerning the pier rebuild to the November ballot.
HDR recommended a Not-to-Exceed construction cost of $7.3 million for the pier. The amount reflects the demolition of the existing structure, material and labor for the proposed structure, material and labor for the most conservatively priced construction method and a 25% contingency factor. This information will be used to pursue a GO referendum regarding the pier.
The bond order will take effect when approved by the voters of the Town at a referendum scheduled for November 4, 2025. The foregoing order has been introduced and a sworn statement of debt has been filed under the Local Government Bond Act showing the appraised value of the Town of Holden Beach, North Carolina to be $2,452,110,770 and the net debt thereof, including the proposed bonds, to be $ 12,639,326. The finance officer of the Town of Holden Beach, North Carolina has filed a statement estimating that the total amount of interest that will be paid on the bonds over the expected term of the bonds, if issued, is $4,286,345. A tax is authorized to be levied to pay the principal of and interest on the bonds if they are issued. The finance officer has filed a statement estimating that a property tax increase of $0.0316 per $100.00 of assessed valuation will be required to provide sufficient funds to pay the principal and interest on the proposed bonds. These estimates are preliminary, are for general informational purposes only, and may differ from the actual interest paid on the bonds or the actual property tax increases required to provide sufficient funds to pay the principal and interest on the bonds.
Anyone who wishes to be heard on the questions of the validity of the bond order and the advisability of issuing the bonds may appear at a public hearing or an adjournment thereof to be held at the Town Hall Public Assembly, 110 Rothschild Street, Holden Beach, NC 28462, at 5:00 p.m., or as soon thereafter as practicable, on Tuesday, August 19, 2025. An additional public hearing is scheduled for Saturday, August 16, 2025 at 11:00 a.m. in the same location.

Written comments must be submitted between the date of publication of this notice and 24 hours before the public hearing.
HDR presented information from their Condition Assessment and Report of Findings at the Board of Commissioners' April 15th meeting and asked for guidance regarding several construction questions. The Board agreed to have HDR research a 1,000 feet timber pier, similar to the existing pier, with a T structure at the end. The Board also approved a scope change to reflect the decision made at the March meeting to remove the repair option and only consider a rebuild option for the pier.
On March 18th, the Board approved the bid from Jessie & Myers to demolish the pier building and instructed Interim Town Manager Ferguson to execute the associated paperwork. Funds will be sourced from Available to Appropriate in the BPART Fund.
The building was demolished in early April.
HDR presented information from their preliminary executive summary for their in-progress structural assessment report of the pier (see below). Based on the recommendations in the report, the Board voted to only pursue a pier replacement option.

DownloadWork to build the restroom facility and associated parking at Block Q has begun. The project is part of a grant through the NC Public Beach and Coastal Waterfront Access Program. It is expected to be completed late summer/early fall.
The Board approved the contract award to Kowan Construction for the Block Q restroom and parking facility at their February meeting. The bid is for $543,200. Based on the projected calendar, the Town will also apply for an extension on the grant for the project.
